It was expected after Seraing, and now it is official. UEFA has amended its Statutes and added Dublin, Ireland, as an alternative seat of the Court of Arbitration for Sport (CAS).

Art. 63(2)
Moreover, proceedings before the CAS shall take place in accordance with the Code of Sports-related Arbitration of the CAS. In the merits, CAS shall primarily apply the UEFA Statutes, rules and regulations and, subsidiarily, Swiss law. In addition, in accordance with applicable rules, any party before CAS shall be entitled to raise mandatory provisions of foreign law, which may include European Union public policy laws. The seat of arbitration for proceedings before the CAS shall be Lausanne (Switzerland) or Dublin (Ireland), as determined by the applicable UEFA rules and regulations.

The era of exclusive Swiss legal comfort for UEFA is now over. The Irish High Court will be able to formally review CAS awards and potentially file requests for preliminary rulings directly with the CJEU. In return, UEFA will be required to comply more closely with EU law and will be subject to greater scrutiny by the Court of Justice of the European Union. Who is next? FIFA?
